Compatible with iOS 11 and 12

A complete dark mode for Chrome. Makes all of the Chrome UI dark and comes with multiple color schemes to choose from. Also (optionally) changes the design of the toolbar when in incognito to distinguish the incognito UI from the main UI. Supports iOS 11.2-12.1.2 (unconfirmed below iOS 11.2).
